The crux of a Lightroom mobile workflow involves making Collections in Lightroom (which I’ll call Lightroom desktop to differentiate it) and syncing them to the mobile app.

Whatever you import directly to the iPad does count towards your cloud quota though, so be careful. Any edits, flags, stars will sync back to your Lightroom Classic catalog (but not the keywords) These much smaller smart previews will sync to your iPad where you can edit your photos.
LrC will upload smart previews of your photos to the Cloud which don’t count at all towards the 20GB cloud quota. Alternatively put the photos in a collection which you then sync. You do that by dragging (some or all) the photos to the “All synced photographs” collection. Import there all your raw files (they can be stored on the external disk) and sync everything to the Adobe cloud. My suggestion: get the 20 Gb “Photography plan” and install Lightroom Classic on your computer. You can import from your external device to the iPad and the photos will upload to the Cloud. Lr on iPad is tied to either a 20 GB or 1TB (or more) subscription.
